The following is Ko Wen-je speech:
I was originally a doctor at National Taiwan University, and it was an accident to enter politics, but since I have done it, I am serious about doing it well, I will not make profits, and it is absolutely impossible to embezzle, and in the absence of substantial evidence, I have been detained and banned from seeing for 8 months! Taiwanese society is wondering, what’s going on? Even I, the client, don’t know what’s going on? Regarding the part of political donations and public welfare encroachment, we have absolutely no intention of committing any offense, because every amount is the expectation of the supporters, and I will not argue that the political donations are national or individual, these are the expectations of the supporters, and the moral responsibility is greater than the law.

After checking for a year, it can be proved that the money was not used for private use, but was used for election and party affairs development. If there are things that are not done well, we will improve, but this case has really reached the level of abuse of lawsuits, and even KP show and entrusting Qiu Fusheng to plan the propaganda website are criminal projects, which is really incredible.

Regarding the Jinghua City case, I was the mayor of Taipei for 8 years, and I adhered to the governance philosophy of “openness and transparency”, “believing in the wisdom of all people over the wisdom of individuals”, and “believing in the system, not in the individual”. Moreover, in my experience, even if the public service is faced with the pressure of the people’s congress, it has its own way of coping, and it is okay to be accommodating within the scope of law, but it is impossible to help illegally.

The last time the prosecutor held a trial, he pointed out that I had seven escort keys, and in fact, I was able to answer them with confidence. The bento meeting is a system during my tenure, with a complete SOP, a pre-meeting meeting, a report from the responsible bureau, an open meeting process, and a public meeting record, which is by no means something that can be distorted by the mayor’s will alone. The official documents of the municipal government have processes, procedures, and a bunch of people stamping them, and they are also checked at all levels. Even if I was in this level, one of the confidential secretaries had read it, and the final check seal was that I added all three confidential secretaries to check against the computer screen before passing. As for the Metropolitan Committee, the Metropolitan Review Committee, the Scholars Expert Advisory Meeting, the Task Force Meeting, and a bunch of civil servants. In particular, during my tenure, important meetings such as the Metropolitan Committee were all recorded and videotaped. Therefore, it is really hard to imagine that the crime of profiteering will happen knowing that it is illegal. If it is an illegal demolition that can be decided by a few people, it may be possible, and it is really impossible to pass a big case layer by layer.
The prosecutor said that I was concerned about the Jinghua City case through the secretary of the mayor’s office, and as long as I asked someone, I could clarify that I did not care about the case at all, nor did I know the progress, and of course it was impossible to care about it through the secretary. As for the note to the director of the industrial bureau, it was said that it was pressure, I read the text and read it, and I really couldn’t see the pressure in that place, because there was no conclusion in the official document 7 times in two months, and I really couldn’t stand this, so I asked them if they discussed it face-to-face? Originally, the goddess of justice, the symbol of justice, kept her eyes closed, which means that justice should be neutral, and judicial justice is the only goal, but now the prosecutor’s only goal seems to be to convict Ko Wen-je, and she has not hesitated to use smear insinuation.

For me, the strangest thing about this case is that there are 2 people who have pleaded guilty.

For the first four months, I didn’t even file a protest, thinking that after the prosecution investigated, I would be cleared. After the indictment, after reading the indictment, I was still confused, and it took a long time to start reading personal records, and I couldn’t understand why Peng Zhen-sheng and Shao Xiu-pei pleaded guilty from the records? What is the confession? Until recently, lawyers compared transcripts with verbatim transcripts of audio recordings. Prosecutor Lin Junyan specially went to the Tucheng Detention Center to interrogate Peng Zhen-sheng, 4 hours and 15 minutes, only 2 hours and 15 minutes were recorded, 2 hours were not recorded, 30 minutes were deducted from eating, and the other 1 and a half hours were talking about? There is no way to know.

There were 2 hours and 15 minutes of recording, and there was no transcript for the first 50 minutes, but he was telling Peng Zhen-sheng: If Ko Wen-je escapes, you will be the second Yu Wen, the second Li Shude, and you will be sold by Ko Wen-je. Because I could only read the verbatim transcript in prison, I couldn’t listen to the recording, but after reading the verbatim transcript, I still didn’t know why Peng Zhen-sheng suddenly confessed to the crime, and I didn’t know what the crime was? As for Shao Xiu-pei, I can only feel how she was bullied from the verbatim script, from morning to 11:20 p.m., interrupted for 3 hours, and then directly confessed to the reopening of the trial. The same! I don’t see why she pleaded guilty. What is the confession? From the words of the verbatim manuscript, I can feel her pressure, it’s really miserable, I really feel sorry for her, in my impression she is a serious and responsible, brave person, it is really impossible to get involved in the crime of profiteering, today because of Ko Wen-je, tragically suffered from the pond fish, was repaired so miserably!

Transcripts, verbatim transcripts, and even audio recordings will eventually be revealed. Although I am a party and I will be angry when I see the comparison table between the transcript and the verbatim script, there are more elements of shaking my head, and the social trust of Taiwan’s judiciary has suffered a serious blow. I used to say: the public prosecutor should not muddy the waters. Whoever investigates and writes the indictment will be held responsible. It’s like a doctor who came out to explain the condition to the family, and then changed to another doctor, which is so strange! Prosecutors, if you have read the transcript and the verbatim transcript, how can you still argue with confidence? There is a saying: You can deceive everyone for a while, you can deceive a few for a long time, but you can’t deceive everyone for eternity. Anyway, after a long time, the truth will slowly emerge, I will maintain a positive attitude towards everything, all the suffering will pass, and I hope that Taiwan will get better and better.
